We are going to upgrade our billing software to a new stable version tonight 3.1.3. The upgrade includes some cosmetic, minor bug fixes. You will not be able to login to the billing manager from 11:00pm PST till 1:00 am PST. Version 4 is also on its way to being declared stable, however due to the exteme importance of our billing software, we will not upgrade when v4 is released. We want more than sufficient testing of the software, thus there is no ETA on the upgrade to v4.
