On the basic reseller plan do ya get any IP's....As a reseller do the accounts I set up come with IP's

Hello,
Yes, as a reseller you will get 2 IPs which will be used for your private nameservers. Something like
ns1.unitethecows.com and
ns2.unitethecows.com
The only other reason to use IPs is for sites that have their own SSL certificate. If one of your clients has their own certificate, additional IPs can be purchased for $1 per IP per month.
The above is assuming that you are going for our reseller account, our semi-dedicated package comes with 10 IPs but they still need to be justified.

Yes, you can have the newer cpanel :) It also comes with 17 autoinstall scripts at the click of a button.

If you were to signup now, I could have you going 10 minutes after we received confirmation from our merchant provider and your account passes all the fraud checks .... Typically, it takes anywhere from 1-4 hours depending on the time of day.
